How to open bug report?

Well it seems it either just me or this bug is impossible to reproduce so since I havent seen a response lately and I've reinstalled a couple times this just keep occuring over again so I'm not sure what to do, so I was wondering if anyone could explain what I should do to open a bug report on launchpad or where and what I should include? The following post explains the problem but if you need more info just let me know, I'll be happy to get this solved, as currently I'm basically without any tag editing which really just sucks, I've went as far as trying to find another media player just for tag editing but they're not meeting my expectations. Maybe theres an easy stand alone tag editor with online db support that would more suit my needs?

You already did. Once I get over the current patch Im working on I will try to fix this and other bug reports.
